Click on your Skills tab then Hit on thieving skill 
Start off by pickpocketing Man until you get to level 40
Then pickpocket Master Farmer until you get to level 65
After you get level 65 thieving , Move on to the Hero until you get to level 95
At level 95 you pickpocket the Paladin then steal from him until level 136 which is the max
Oh , and also the max skill levels you can get for each skills other than combat is to level 136
The max level for combat is 174
But you can still wear the cape at level 99
Money pick pocketed
Man - 10000-10k
Master Farmer - 25000-25k
Hero - 50000- 50k
Paladin - 1000000-1M
